[rabbitmq-discuss] HA queue seems never to get fully created, is never usable

More information on this: The client is declaring the queue and the binding,
and is getting success indicators; but when it tries to consume, it gets a
NOT_FOUND error.  It seems the queue is in a netherworld of existing and not
existing.
