You could try but I'm not too optimistic. I fiddled with these and none 
of them actually took my network interface down (as shown with 
"ifconfig") the way the NetworkManager applet did.

I'd also be interested to see if "/etc/init.d/rabbitmq-server stop" 
hangs for you with networking disabled. If it doesn't then there's 
definitely something else going on.
