Ahh. That's impressive. That's definitely a bug in the mgmt plugin - the
HA code itself ensures that you can't have two members of the mirrored
queue on the same node.

Curious. Are any of the nodes hammering CPU or disk? Were any of the
queues particularly long before shutdown?
