[rabbitmq-discuss] SNMP Plugin.

The mib is at

Right now it's using a fake enterprise number of 12346, so that would
need to be fixed.

Then it would be a case of integrating with the management plugin to
pull from the same stats DB rather then all the tracing work that is
being done now.
