[rabbitmq-discuss] Mgmt plug-in on 2.3.0

Hey Matthew,
  2.3.1 runs cleanly for me. 2.3.0 would immediately blow up on me, but not the case with the new release.

This bug is the main critical bug that's been fixed by the 2.3.1
release. Please do not use 2.3.0; upgrade to 2.3.1.
