Ah, sorry, I completely misunderstood you :-(

Reviewers need to sign a reviewers' agreement which essentially covers
IPR issues when commenting to the WG on the docs.  Or you can just
comment in the public domain (eg: here) since the docs themselves are
public, open, etc.
