Yes, but then one has to start editing their PATH, which is not always
a pleasant task in a large production deploy.  The default install can
be made flexible enough to support more use cases than it currently
does.  One way to do that would be to exec the
/usr/lib/rabbitmq/bin/rabbitmqctl and only on failure, print out the
note that one should switch user if they are not root or rabbitmq.
