I don't see any reason why not. Whether it's EC2 or your laptop,
process respawning (and all the other advantages of upstart) would be
useful.

I believe debian is planning on switching to upstart
(http://lwn.net/Articles/351013/) - or at least they were as of
September 2009. I don't know what the current status is though.
