Indeed, and 0-9-1 makes it clear that there is no formally defined 
behaviour.

The RabbitMQ server currently ignores the field. Adding some message 
expiration facilities to RabbitMQ is on our todo list. You'll find 
previous requests / discussions in the mailing list archives.
