Because they want to standardize around either Twisted or Eventlet (at
the moment, OpenStack uses all three).  Their web services (such as
their implementation of the Amazon AWS APIs) typically make requests
over the network to other software components (often over rabbit).  So
they need a framework that makes it easy to do non-blocking clients
within a non-blocking server.
