basic.qos is due to appear in the 1.6.x release. Until then you can get 
hold of it by building from source from our mercurial repos. See 
http://www.rabbitmq.com/build-server.html and 
http://www.rabbitmq.com/build-java-client.html for instructions for the 
RabbitMQ server and Java client, respectively.
