The finest granularity is at the level of the vhost (please refer to
the documentation).

So if a user is mapped to a vhost, they can do what they like.

For a general treatment of access restriction and Rabbit, you might
like to look through the list archives, there are many threads about
ACLs, realms, tickets and general access control.
