Setting basic.qos prefetch windows might help with this, by breaking out
of strict round-robin. A limit of one, for instance, means that the
server will make sure the limited consumer never has more than a single
outstanding message in its possession. Other messages will be dealt out
to other consumers while the limited consumer is busy.
