I was sailing smoothly on RabbitMQ 2.8.7 using the newest PECL AMQP
package 1.0.9. However a recent upgrade to RabbitMQ 3.0.0 has caused
some problems with PECL AMQP 1.0.9. I am able to connect and bind one
exchange to another successfully, however the bind method throws an
exception, even though it has been successful.
There haven't been any changes to the protocol or how RabbitMQ handles it between 2.8.7 and 3.0.0, so the difference in behaviour you are seeing is a little odd.

What do the server logs say?
