No, 2.7.1 will work fine with R14A. It's just that previous versions of RabbitMQ had some incompatibility with R15B.
What is this in 2.7.1?
Compatibility with Erlang R15B

Can I install 2.7.1 directly or I have to upgrade erlang?

I currently run Erlang R14A (erts-5.8) [source] [64-bit]
*too* detailed...
Why do I still need config permission, although I opened
exchange with
passive option.
Are you using an old version? This was changed in 2.6.0 (passive
declaration now requires no permission).
