[rabbitmq-discuss] ANN Important change in RabbitMQ .NET client 3.4

I'd like to give .NET client users a heads-up on an important change
coming in 3.4: the client will no longer support protocols other than AMQP 0-9-1.

This means a few things:

 * The client will only work with RabbitMQ 2.0 or later
 * App and environment configuration related to protocols will no longer be used
 * Some minor features specific to AMQP 0-8 were removed (e.g. streams and file properties)

Other than that, ~ 98% of the library is still backwards compatible and should
be a drop-in replacement when you upgrade.
