Several bugs that could lead to a deadlock on
broker shutdown were fixed since 3.1.3,
e.g. 25404 mentioned in https://www.rabbitmq.com/release-notes/README-3.2.0.txt.
So please upgrade.

Another reason can be a hostname change. Make sure that the hostname RabbitMQ
uses resolves on the machine itself.
