[rabbitmq-discuss] Updated zabbix monitoring of RabbitMQ

I've updated the Rabbitmq monitoring template and libraries and merged in
some suggested changes.  Not sure if anyone's using it yet but if so you
might want to take a look here:

This reduces the CPU load on the monitored servers substantially as it's
doing far less hits to the management API but instead gets statistics on
queues in a "batch".
