[rabbitmq-discuss] ANN: Management exchange type

There's been intermittent interest in accessing the management plugin's 
API over AMQP, so I wrote this:

At the moment it's very much the simplest thing that could possibly 
work. It has one quite notable limitation (permissions are handled in 
quite a hackish way).
