[rabbitmq-discuss] rabbitmq failed to activate plugins

epmd -debug is also running and not providing any logs more than this.
the problem is that i'm not able to reproduce this issue consistently. this
issue is happening for some time only.
i was trying to reproduce this issue with the same machine but its not
consistent.
for the first time of that plugin activation command will show error and
when execute for the second time it will work fine.
so i'm not able to get any more logs for this.
