[rabbitmq-discuss] Connection blocked by "flow" for more than 600 seconds

RabbitMQ logs all alarms so it should be clear
what resource is low. It doesn't have to be RAM,
can be free disk space or number of file descriptors.

Publishers will be blocked until all alarms clear.
