That is 'rabbitmqctl status', not 'rabbitmqctl report'.

To figure out what's going on here, it would be good to get a 
'rabbitmqctl report' at two points, namely during the high-rate phase 
and the lower-rate phase.

Btw, please *attach* the reports rather than inlining them.
