[rabbitmq-discuss] fanout exchange initial deployment

If there are no queues attached to a fanout exchange the queue seems to
consume all the memory on the server.
Is there a way to disable this behavior until the first client subscribes?
I am trying to understand the logic behind keeping this messages around
while nobody yet is listening.
