that is a  good  way  to  avoid  SERVER_EXCEPTION  .  but  I  want  to 
handle  it  when  SERVER_EXCEPTION  happen , not  just  avoid  it.     After
all,  I  may   face   SERVER_EXCEPTION  somewhere.   for example , try to 
use amqp_basic_consume()  consume  a queue which  is  not create before  can 
Lead to SERVER_EXCEPTION,too.
