You failed to mention whether you reinstalled the service. The
management plugin will not be available until you do that.

You could also check the console log to confirm which plugins have been
started. See the description of RABBITMQ_CONSOLE_LOG in
http://www.rabbitmq.com/man/rabbitmq-service.man.html

If you did reinstall the service, and you obtain confirmation of that in
the console, and it still doesn't work then check the network.
