This says that disk free space monitoring is disabled, because the
broker was unable to read the output from a spawned shell:

C:\Windows\system32\cmd.exe /cdir /-C /W
"c:/Users/arindamn/AppData/Roaming/RabbitMQ/db/rabbit at ARINDAMN1-mnesia"

This is unlikely to be related to the other problems, but worth
investigating nevertheless.
