Thanks for the response.
We are using Octopus for auto deployment. We are now running a rabbit cluster on Linux. Unfortunately there is no octopus client for Linux. Due to this we have written a powershell script to use the management http api to create the vhosts.
If this is only possible with an administrator account we will just have to be aware of it.

Only administrators can add vhosts. See

It is also possible to add vhosts using the rabbitmqctl utility.
