Yep. We used to have rabbitmq 2.8.1 installed on this cluster, as well as
the rabbitmq-erlang-client, v.2.3.1. I'm not exactly sure why the erlang
client was installed, but everything worked fine.

We recently upgraded to the latest rabbitmq .deb, 2.8.6, with no change to
the erlang client. When we installed 2.8.6, the issues started appearing.
We just removed the rabbitmq-erlang-client, rebooted the cluster, and now
I am able to remove exchanges within the web console.
