[rabbitmq-discuss] unable to create debug file

I think I spoke too early.

Now I am having issues with the config file.  It is somehow not recognizing
it.  I have set the environment variable and also put it in the default
location.  I can echo the path in the batch file and see that the variable
has been set (RABBITMQ_CONFIG_FILE).  Is there something standard I need to
do to recognize these variable changes?
