[rabbitmq-discuss] unable to create debug file

I did not specify the variable
RABBITMQ_BASE which I believe is by default in windows set to user  AppData 
Roaming RabbitMQ.  

I have also set this env variable to point to the sample place, still no
.debug file.

Rabbit is running.

I am creating my own plugin to do authentication to a CAS(kerbose) server. 
I need to turn the debug on so I can better understand what is happening.
