Yes, the RabbitMQ service works ok on my WinXP VM.

By direct invocations, do you mean rabbitmq-server.bat ?  That works fine on the XP Embedded environment.  It is only the service (rabbitmq-service.bat) that gives me the issues.  Unfortunately we need the service, so I will follow up as you suggested.
