[rabbitmq-discuss] Management Plugin URL Encoding Bug

I had not tested against 2.7.1, I see it in 2.7.0 and earlier.  I just tested in 2.7.1 and see the routing key comes back from the server fully encoded and thus is passed back down fully encoded.
