It will be easier to identify the problem if you post the federation
config and the output of "rabbitmqctl list_exchanges" on the upstream
broker. It may be that you are conflating the federated exchange and the
upstream exchange. Following the example at

http://www.rabbitmq.com/federation.html

should leave you with a working federated setup.
