However: it's worth pointing out that hstcp is experimental, does not 
form part of any release, and will be removed altogether in the future. 
So if the OP is just trying to build all the plugins from 
rabbitmq-public-umbrella, rather than being genuinely interested in 
hstcp, it may be easier just to invoke "make release" in the umbrella 
rather than "make all".
