[rabbitmq-discuss] Changing the arguments of queues created by the federation plugin

Hi,
I have a load balancer in front of a cluster, which is the upstream_set of
another cluster.
This works fine and dandy, until a node that a 'federation:' queue resides
on in the upstream goes down.
Since the federation plugin creates queues without x-ha-policy, the link
can't be re-established until the dead node is brought back into the
upstream cluster.
Questions:
Is there anyway to override the federation plugin behaviour and make it
specify x-ha-policy = all without forking the plugin?
When will upstream sets be dynamically add-able? =)
Is this sane?
