[rabbitmq-discuss] Fairness wrt queues under heavy load

Hi Matthias,

I didn't yet have a chance to reproduce it, as I've simply moved the urgent messages to a separate broker for now.

I still remember the problem, however, and will try reproducing it next time some time frees up on our testing cluster, or on my machine.
