Yes, this was my mistake. I had seen the reference to the eldap module
somewhere, and had blindly assumed that this is the thing to activate.

However, the generic documentation on activating plugins lists
rabbitmq_auth_backend_ldap as the name of the plugin, so I had been
thinking logically, I would have used that instead.
