The differences consist of:

* The plugins directory is now pre-populated with all our plugins. You 
can still install extra third party plugins there.

* Plugins will only be started if they have been enabled with 
"rabbitmq-plugins enable <plugin>"

So it's not really deprecated per se, but things have changed. Does this 
answer your question?
