I don't quite understand this.  Can you elaborate more?  What kind of
consequences do you have in mind?  

My proposal allows specifying recipients on a per-message basis, in my mind. 
Producer would populate the header table of a given message with IDs of the
recipients for that message.  Non-recipients wouldn't get the message. 
Also, Producer may specify a different set of recipients for the next
message.
