[rabbitmq-discuss] Updated webhooks plugin for 2.3.0

I updated the Webhooks plugin to use rebar for the build, which also included an update to use v2.3.0 of the Erlang client.

I also uploaded a new tar file of the plugin and its dependencies that can be used with the 2.3.0 broker.
