So, just to be clear, I am going to assume:

* You are running RabbitMQ on Windows, as a service (Which version? Did 
you use the installer or install manually?)

* You have downloaded the .ez files which correspond to that version and 
put them in C:\Program Files\RabbitMQ\rabbitmq_server-<version>\plugins 
(or "plugins" inside the rabbitmq-server directory if you installed 
manually)

* You have run "rabbitmq-service.bat install"

* You have restarted the RabbitMQ service

And this means that you're getting "connection refused" from port 55672.

Can you show us the contents of the log files and the output of 
"rabbitmq-service.bat install"?
