[rabbitmq-discuss] makefile for rabbitmq-management

If you do a fresh checkout of the public umbrella to build the management plugin, going into rabbitmq-management then "make" fails because it doesn't automagically build the dependencies. You have to manually build amqp_client and mochiweb before building management.
