As soon as I replied I realized I needed to chown the cookie to user rabbitmq, and that worked - I can now get rabbitmq-server, rabbitmqctl, and alice to coordinate. 

I'm still unhappy that -setcookie doesn't work on rabbitmqctl and the documentation is misleading about the cookie location.
