[rabbitmq-discuss] socket read timeout in rabbitmq-c

Hi Tony,

Thanks a lot!  The previous patch does not return explicit error code for 
timeout.  

Attached please find a new rabbitmq-c.patch that returns -ETIME, so it is easier 
for caller to detect it.
