That's strange. To help us track this down, please do the following:

1) revert the rabbitmq-server.bat script to its original version 
(ideally by re-extracting the 1.7.1 zip)

2) open a cmd shell, and in that shell
- run 'set' to display all env vars
- run the rabbitmq-server.bat script
If that last step indeed produces the "...unexpected at this time." 
error, copy the *entire* shell output from these two steps into an email 
and send it to the list.
