[rabbitmq-discuss] Error while Running RabbitMQ along with pluggins BQL and Shovel

That is indicating that you don't have Rabbit running on the same machine
using the default port. If it is on an alternate page, please refer to the
documentation on the web page for connecting to alternate machines/ports.
