You're missing the erlang-rfc4627 package. The Makefile in bql shows
that it depends on the erlang-rfc4627 package.

In rabbitmq-public-umbrella, just run make co. That should get you the
erlang-rfc4627 package. Annoyingly, after building in there, you'll then
need to make clean and make in the bql dir. You'll also need the extra
symlink I think.
