[rabbitmq-discuss] Monitoring options beyond rabbitmqctl

Ideally SNMP exposure through net-snmpd or similar would be key, but
the JSON exposure for now is keen. The main issue I see is the need
to run in the JVM which we've been looking to move away from due to
poor experiences in a heavy transaction environment.
